I guess I could allow it. The two countries were allied at the time so that would make sense. I'm not sure what would've happened if Konoha wasn't allied with Suna at the time, as that can't be done.
But It's fine. I'll do some research in a little bit to see if I can find anything on it. If I can't, then you can just have it be like that. ^^
