This causes the user to be surrounded by a thick fog and appear mist-like. It also makes the user harder to hear. It has a synergy effect with Oboro Bunshin no jutsu, allowing the clones to "use" this jutsu. Personality:
Raizure is a very focused individual. Unfortunately, he's a little too focused, and most accuse the teen of being 'too focused' on his studies on becoming a Shinobi for the Hidden Mist village. He's very devoted to his lessons, so devoted that he doesn't let himself get distracted for any reason. In fact, he tends to get rather annoyed when class mates (or senseis even) disrupt his practicing.
For the most part, Rai's a pretty quiet guy. He keeps to himself mostly, reserving time for training, studies and even some time for himself. During these times, he does occasionally take a break and goes out into the village with friends and close classmates. These opportunities are few and far between however, as he'd much rather just stay in his room and relax, read or meditate.
As an older genin, he's very determined, or else he would not have made it as far as he has. He's diligent with his work and lessons. Also, his loyalty is as unwavering as his ability to accept responsibilities. If you make the grade and earn his true, honest respect (rather than the general 'respect your elders and superiors') you will be hard pressed to catch him letting you down in the slightest.
And despite his quiet nature, Rai's actually a pretty friendly person. Well, friendly if he's in the mood to be, and feeling exceptionally tolerate of people in general. He's also very difficult to anger. He's got a very long fuse as far as that goes, and rarely shows any true anger. True anger is birthed from some of his more severe 'dislikes' and if someone he cares for is being threatened. He's a very protective individual, especially towards women, even if he is utterly oblivious to the female side of society.
However, the most people ever really see is that infamous eye twitch of severe annoyance when they interrupt his training/studying. However, Rai's strangely mellow and mild mannered... Though he does have some pride issues; if he messes it up, he holes himself up and practices for days until he absolutely perfects it. And he rarely laughs; you'd be lucky to get a grin out of him, unles you're very close to him at all.
History/Past:

His father works full-time, a laborer in the harbors nearest their city, and his mother (now that she has no more children to raise) has taken a seamstress' job. Like all parents, they did their best to raise their children (yes, more than one) to the best of their ability. So far, they're 1 for 2...
No, Seji was not an only child, though many people believe it to be so, as he doesn't speak of his brother at all. This is because of a very nasty incident that occured... This one thing that shattered Seji's otherwise very normal and decent life, was caused by the hands of his own older brother, Aitiden.
Now, mind you, as siblings, Seji and Ai never really got along well at all, especially with Ai sitting nearly two years older than his brother. In fact, he went out of his way to make his brother's life as miserable as possible. He always outdid him when it came to sparring (for both badly wanted to become Shinobi), but Seji always bested his brother when it came to book smarts and studies. And soon, as Seji started to mature, their sparrs became more and more closely matched.
This, undoubtedly, enraged Aitiden to no end, and he put his efforts even more so into hounding his brother and turning Seji's life into a living hell. He'd pull pranks, sabotage any of his work/projects, and even pull several of his own friends into routinely beating the young boy rather soundly. In fact, they made a game of their beatings, until they had managed to beat the boy into a near irreversible submission, under which the other boy would no long answer to his first name of Raizure. From that point on, he only went by Sejiriku, because he 'did not deserve anything but a last name.'
To this day, the younger Sejiriku son still refuses to be called by his first name, unless it's said by a person he feels incredibly comfortable around. And one that he trusts. It's even gotten to the point where some people don't even know his first name; it's as if he really doesn't have one.
Moving back to history. One of Seji's good friends recognized this very abnormal change in the youngest son, and tried to drag it out of him as to what had happened. When this proved unsuccessful, the friend (Kiaru) merely spent more time with the fairly traumatized young teen. Enough time, that he had the misfortune of being caught in the middle of one of Seji's routine pummelings. And, as any true friend would, Kiaru did his best to intervene... and ended up going under the small gang Aitiden had under his thumb, to join Seji.
Only, Kiaru didn't give up. He fought till the very end, trying to defend his marginally younger companion. And it was only until an eerie silence had fallen abruptly, cutting off the jeers and calls of crude amusement, and Aitiden and his gang took off running, that Seji realised it was over...
Later that week, Seji attended Kiaru's funeral; his brother did not. Aitiden had disappeared a few days before, leaving in the middle of his own genin training to go down his own path he had put into darkness. He left his younger brother with a strong sense of unfinished business, but it could be settled later.
Seji took it upon himself to do the best he could in all his training, to become one of the top graduates from the Mizu academy. Then... Then he would hunt Aitiden down, follow his shadowed footsteps and the undoubted path of destruction his brother had left behind. And then... they would finish it.
